About this program
The Department of Education Office of Human Resources conveys surplus federal real property to eligible educational institutions at fair market value under the Federal Real Property Assistance Program (CFDA 84.145), with tentative decisions issued within 30 to 90 days of application and formal title transfer completed within 90 to 360 days thereafter.
The program transfers real property for educational purposes including higher education, elementary and secondary education, libraries, central administrative facilities, educational television and radio, rehabilitation and training, vocational education and research, and correctional education centers. Applicants must establish current need, operational and maintenance capacity, facility suitability or conversion potential, and commitment to utilize the property through the restriction period. A public benefit allowance formula uniformly determines pricing across competing applicants, with a baseline 50 percent discount available to institutions meeting core eligibility criteria. Additional allowances accrue for tax support, accreditation status, documented hardship, unmet needs, integrated research, public services, and training programs. When property can be divided, the program accommodates multiple compatible educational programs on a single site.
Eligible applicants include states, political subdivisions and instrumentalities thereof, tax-supported organizations, and private nonprofit institutions holding 501(c)(3) exemption status. Property restrictions run up to 30 years, with the fair market value of transferred property amortized over a period determined by property type and discounted by the public benefit percentage applicable to the recipient's educational mission.
The source material does not specify recent grant award activity, award volumes, funding trends, or currently open application deadlines. Preapplication coordination is required, and applicants must initiate contact with their state's single point of contact under Executive Order 12372 to confirm state review requirements. Environmental impact assessment is mandatory for all transfers. No representative recent awards or open solicitation opportunities are documented in the available source.
