About this program

The Department of Education Office of Federal Student Aid distributes Federal Work-Study Program funds (CFDA 84.033) to enable part-time employment for eligible undergraduate and graduate students with financial need, with annual award notifications sent by April 1. The program funds wages for student employment at participating postsecondary institutions, federal, state, or local public agencies, private nonprofit organizations, or private for-profit employers, with the dual purpose of offsetting educational costs and encouraging community service participation. Participating institutions receive annual allocations and retain discretion to select eligible students and determine individual award amounts within their institutional context.

The program operates on an annual cycle, with participating institutions applying in advance of the award year for which funds will be used. The Office of Student Financial Aid manages final award determinations and notifications. Eligible applicants are higher education institutions—public, private nonprofit, postsecondary vocational, and proprietary—that meet program eligibility requirements and maintain nonfederal audits at their own expense on at least an annual basis. Students access the program through their institution's financial aid office rather than applying directly; institutions determine which eligible students participate and at what award level.

Administrative compliance requires institutions to retain all records pertaining to a given fiscal year for three years following submission of the Fiscal Operations Report or until final resolution of any applicable audit, whichever is later. The Department of Education's Office of the Inspector General may conduct audits at government expense when time permits or when the Secretary deems it necessary. ED Regional Offices provide consultation to participating institutions; contact information is available through the institutional financial aid administrator.

Uses of assistance

The Federal share of compensation paid to students does not exceed 75 percent for work on campus, or work in a public agency or private nonprofit organization, unless waived by the Secretary. The Federal share of compensation paid to students does not exceed 50 percent for jobs with a private-for-profit organization. No more than 25 percent of an institution's work-study allocation may be used for private-for-profit organizations. If it provides FWS employment to its students in that year, an institution is entitled to an administrative cost allowance for an award year of 5 percent of the first $2,750,000 of its program expenditures, plus up to 4 percent for expenditures greater than $2,750,000 but less than $5,500,000, plus up to 3 percent of expenditures in excess of $5,500,000.
