About this program
The Department of Education Office of Postsecondary Education administers the Overseas Programs Special Bilateral Projects program (CFDA 84.018), which funds four- to six-week international study and travel seminars for U.S. educators in the arts, humanities, and social sciences. The source provides no recent grant award data, recent opportunities, or application deadlines; interested applicants should contact the program office directly for current solicitation status and timing.
The program targets K-12 teachers and administrators (elementary through grade 12), postsecondary faculty and administrators, curriculum development specialists, museum educators, librarians, and media specialists. Participants develop curriculum projects during seminars abroad for implementation in U.S. classrooms upon return. Eligible applicants must be U.S. citizens or permanent residents holding at least a bachelor's degree from an accredited institution, with a minimum of three years of full-time experience in teaching, administration, or curriculum supervision in the arts, humanities, or social sciences, and must be currently employed full-time in one of those roles. Language requirements apply where applicable and are specified in the application booklet.
The program operates through binational commissions, foundations, or other appropriate agencies that receive federal funding to conduct the seminars. Selection recommendations flow through a panel of consultants to the presidentially appointed J. William Fulbright Foreign Scholarship Board for final approval. Applicants are notified of selection in March. Preapplication coordination is required; awardees must provide evidence of good health and emotional maturity. Standard application forms furnished by the Department of Education are mandatory. The program is excluded from coverage under Executive Order 12372, and environmental impact information is not required.
