About this program

The Department of Energy's National Nuclear Security Administration is funding armed escort and regulatory compliance services for Foreign Research Reactor Spent Nuclear Fuel shipments transiting South Carolina, CFDA 81.180, with the most recent award dated February 19, 2025.

This program finances two distinct operational activities: armed escort services provided by the South Carolina Law Enforcement Division (SLED) for FRRSNF shipments while in transit within South Carolina, and regulatory compliance inspections, radiological material emergency response, and public outreach activities performed by the South Carolina Department of Environmental Services (SCDES) associated with shipments destined for or originating from Savannah River Site. The program explicitly recognizes that no other South Carolina agency can provide armed escort services, and that SCDES possesses specialized skillsets and resources that DOE-Savannah River Site would duplicate at substantially greater expense.

The program operates as a non-competitive grant with a single funder: the Department of Energy's National Nuclear Security Administration (Office of Material Management and Minimization), which obligated $405 thousand in the single award on record. Award selection involves a Technical Evaluation Panel of two individuals who review the application against past performance and make recommendations to the TEP Chair, whose determination is forwarded to the grants officer for final approval. Financial assistance agreements are structured for five-year periods of performance pending congressional appropriation availability, with payment schedules arranged at the time of award and full funding expected on an incremental basis.

Eligibility is restricted to SLED or SCDES only. Award timing and awardee workload depend on FRRSNF shipment schedules, which the eligible recipient must coordinate with the National Nuclear Security Administration's Office of Material Management and Minimization. The most recent grant award (February 19, 2025, for period ending February 18, 2030) provided $405 thousand to fund armed escort and coordination of law enforcement and response activities for safe and secure transport of foreign and domestic spent nuclear fuel within and through South Carolina.

Description

The purpose of this financial assistance agreement is twofold: (1) provide armed escort for shipments of Foreign Research Reactor Spent Nuclear Fuel (FRRSNF) by the South Carolina Law Enforcement Division (SLED) while shipments are in transit anywhere within the State of South Carolina. No other agency in South Carolina can provide this service. (2) provide regulatory compliance inspections, radiological material emergency response, and public outreach activities associated with the shipment of Foreign Research Reactor Spent Nuclear Fuel (FRRSNF) to the Savannah River Site. SCDES possess skillsets, contacts, and resources that DOE-SRS would only be able to duplicate at a far greater expense, if at all, than the value of the grant.

How to apply

Preapplication coordination

South Carolina Law Enforcement Division (SLED) or South Carolina Department of Environmental Services (SCDES) must coordinate with the National Nuclear Security Administration's Office of Material Management and Minimization to determine FRRSNF shipment schedules and therefore awardee time commitment.

Award procedure

The award is non-competitive. The Technical Program Officer (TPO) supporting the Office of Nuclear Material Removal and Elimination (under the National Nuclear Security Administration's Office of Material Management and Minimization) establishes a Technical Evaluation Panel (TEP) of two individuals, which reviews the assistance application and compares it to past performance. The TEP makes a recommendation based on the review to the TEP Chair, who in turn reviews and makes a determination based on their own independent review and the TEP recommendations. The final recommendation is sent to the grants officer, who must concur and approves the award. SLED receives a portion of the funding and SCDES receives another portion.
