About this program

The Department of Energy awarded $1.25 billion in federal grant funding under CFDA 81.130 (Carbon Capture and Storage-FutureGen 2.0) on September 27, 2010, to support large-scale demonstration of carbon dioxide capture and storage infrastructure; no grant opportunities have been posted since that award date.

The program funded two distinct infrastructure projects under the American Recovery and Reinvestment Act of 2009. The first involved repowering an existing coal power plant to capture CO2 using oxy-combustion technology; the second developed a CO2 transportation and storage network comprising a pipeline and a deep saline injection reservoir. Both awards took the form of cooperative agreements with ultimate completion dates in 2015 and 2016 respectively.

The Department of Energy was the sole funding agency, issuing two cooperative agreements totaling $857.9 million to Ameren Energy Resources for the oxy-combustion large-scale test and $637.2 million to FutureGen Industrial Alliance for the pipeline and regional carbon capture storage reservoir project. Combined total obligated funding (federal and non-federal share) reached $1.5 billion, indicating $250 million in matching or cost-share contributions from recipients.

This program is inactive for new funding. The most recent grant awards date to 2010, and no subsequent grant opportunities or awards appear in the record. The program was structured as a time-limited stimulus initiative rather than an ongoing funding line, with both cooperative agreements designed to demonstrate commercial-scale carbon capture and storage technology during the 2010–2016 window.

Objective and description

Objective

The objective of this Office of Fossil Energy (FE) Carbon Capture and Storage (CCS) program is to to award $1 billion in funding from the American Recovery and Reinvestment Act of 2009 (ARRA) to the FutureGen Industrial Alliance (Alliance), Ameren Energy Resources, Babcock & Wilcox, and Air Liquide Process & Construction, Inc., to build FutureGen 2.0, a clean coal repowering program and carbon dioxide (CO2) storage network. FutureGen 2.0 consists of two major projects: (1) repowering of an existing power plant for CO2 capture and (2) developing a CO2 transportation and storage system consisting of a pipeline and a deep saline injection reservoir.
