About this program

The Department of Energy is no longer accepting new applications under the National Industrial Competitiveness through Energy, Environment, and Economics program (CFDA 81.105), which is in closeout status and will not provide financial assistance in the future.

The program is inactive as of September 30, 2003, when the most recent grant award was issued. Across its 30-year history from 1993 to 2003, the program disbursed 64 awards totaling $31.4 million in federal dollars, with an additional $8.6 million in non-federal cost-share contributions from recipients. Activity accelerated in the final years: the program averaged under five awards annually in 1999–2000 but issued 11 awards in 2001, 15 in 2002, and 8 in 2003 before closing. No grant opportunities are currently open, and no applications should be submitted.

The program funded industrial energy-efficiency and environmental technology demonstrations across manufacturing sectors. Representative awards supported veneer sorting using near-infrared sensors, wastewater-activated sludge hydrolysis for recycling, clean glass production with high-luminosity oxy-gas burners, biological pulping technology for papermaking, zero-emission mechanical seals, lost foam casting process improvements, and textile dyeing technology commercialization. The program also funded state infrastructure development, most notably a $16.1 million award to Carlsbad, New Mexico for infrastructure and development.

Funding came almost exclusively from the Department of Energy (63 awards, $15.2 million), with one $16.1 million Cooperative Agreement from the Department of Energy Office of Environmental Management. Assistance was delivered predominantly as Project Grants (98 percent of awards), with a single Cooperative Agreement constituting the remaining 2 percent. Representative recent awards ranged from approximately $1 million to over $1.6 million per project.

Because the program is in closeout and no longer awarding grants, pursuit is not viable.
