About this program
The Environmental Protection Agency awards grants under the Chemical Emergency Preparedness and Prevention (CEPP) Technical Assistance Grants Program (CFDA 66.810) to support chemical accident prevention and emergency planning activities, with the most recent grant award dated October 1, 2013.
The program funds capacity-building initiatives at State, Tribal, and local levels to implement and enforce the Chemical Accident Prevention provisions of Clean Air Act Section 112(r), including Risk Management Program compliance audits and inspections at regulated facilities. Recent awards have supported compliance assistance site visits at non-agricultural facilities, facility audits to verify Risk Management Plan compliance, outreach training for Risk Management Program facilities, and capacity-building training programs. The program also funds development of technical assistance materials, community right-to-know activities, and strengthened partnerships among States, Tribes, Local Emergency Planning Committees, industry, emergency responders, and the public to foster collaboration on chemical prevention and preparedness.
The assistance-type mix is predominantly Project Grants, which represent 97 percent of the 103 total awards, with Cooperative Agreements making up the remaining 3 percent. The Environmental Protection Agency is the sole funder, having obligated $3.1 million in federal dollars across all awards. Recent awards have ranged from approximately $14,000 to $75,000 in federal obligation, with typical awards in the $25,000 to $50,000 range. Representative recent awards include a Cooperative Agreement for $14,166 to support technical work (October 2013), a Project Grant for $30,000 to conduct audits at fifty non-agriculture Risk Management Program regulated facilities in a State (October 2011), and a Project Grant for $75,000 to conduct compliance assistance training for Risk Management Program facilities (October 2008).
Award activity has declined in recent years, with only one award in 2013 after three awards in 2011. The portfolio dates to 1997. No open grant opportunities are currently posted for this program.
