About this program
The Environmental Protection Agency's Tribal Lead Grant Program (CFDA 66.715) funded lead poisoning prevention education and blood-lead screening of tribal children; the most recent grant award was made on August 20, 2010, and the program will not be offered in fiscal year 2012 onward.
The program is no longer active. Awards ceased in 2010, and EPA formally announced discontinuation effective fiscal year 2012. The portfolio comprises 84 grants awarded between February 2001 and August 2010, with funding concentrated in the mid-2000s: 12 awards annually in 2006 and 2007, declining to 1 award in 2009 before a final 6 awards in 2010. Combined federal dollars obligated totaled $5.9 million across the program's lifetime, with recipients contributing an additional $200 thousand in non-federal cost share.
Awards funded lead-poisoning outreach, education, and baseline assessment activities on tribal lands. Funded work included blood-lead testing and screening of children ages one to six; educational workshops on lead hazards in homes; development of lead-awareness materials and videos tailored to tribal communities; and lead-level baseline assessments in American Indian child populations. Recipients included individual tribal governments, inter-tribal councils, and tribal health organizations. EPA was the sole funder across all 84 awards.
Assistance consisted almost entirely of Project Grants (99 percent of awards); one Formula Grant was awarded in fiscal year 2006. Individual award values ranged from $14,900 to $200,000, with most awards clustering between $50,000 and $130,000. Representative recent awards included the Inter Tribal Council of Arizona conducting lead educational outreach at 20 member tribes in Arizona ($200,000, January 2010); blood-lead testing for children under six on multiple reservations ($50,000, August 2010); and baseline lead-level assessment of American Indian children ages one to six ($117,375, October 2008).
No grant opportunities are currently open. The program terminated after fiscal year 2011 and is not accepting new applications.
