About this program

The Environmental Protection Agency administered the Wetland Program Grants — State/Tribal Environmental Outcome Wetland Demonstration Program (CFDA 66.479) as a one-time pilot funded through fiscal year 2007, with the most recent grant award issued on November 30, 2007. The EPA explicitly states it does not plan to fund any new projects under this program.

This program provided Project Grants exclusively (43 awards totaling $13.7 million in federal dollars obligated) to state and tribal government agencies to implement regulatory and nonregulatory activities assessing whether financial assistance yields positive environmental outcomes in wetland management, protection, and restoration. Recipients conducted wetland permit program enhancement, mitigation success tracking, compliance and enforcement demonstrations, wetland monitoring and assessment, and effectiveness evaluation of restoration and regulatory initiatives. Annual reporting of programmatic and environmental outcomes was required.

Award activity concentrated in 2005, with 31 grants issued that year, followed by 11 in 2006 and 1 in 2007. All 43 awards were funded by the Environmental Protection Agency. Combined total obligated (federal plus non-federal share) reached $18.3 million, indicating a $4.6 million non-federal cost-share component across the portfolio.

Representative awards included North Carolina's third-year increase for wetlands demonstration work ($432,936, November 2007), Florida's wetland regulatory program demonstration ($400,095, September 2006), and the Adirondack Park Agency's study of wetland permit compliance enhancements ($426,911, September 2006). Minnesota's comprehensive statewide wetland monitoring and assessment program received $1.15 million (October 2005), representing the largest individual award. Typical grant magnitudes ranged from approximately $250,000 to $600,000.

No grant opportunities are currently open. The program is closed to new applications.
