About this program

The Environmental Protection Agency administers CFDA 66.471, State Grants to Reimburse Operators of Small Water Systems for Training and Certification Costs, a one-time grant program to reimburse states and U.S. territories for training and certification costs of operators of community and nontransient noncommunity public water systems serving 3,300 persons or fewer. The program is no longer active: the Operator Expense Reimbursement Grant closed at the end of calendar year 2012, with the most recent grant award made on October 1, 2006, nearly twenty years ago.

The program funded reimbursement of training costs (including per diem for unsalaried operators) and certification expenses across state drinking water agencies, U.S. territories including Puerto Rico and the U.S. Virgin Islands, and subordinate water management entities. Representative awards included $6.3 million obligated to Connecticut's operator certification expense grants in fiscal year 2003, $4.9 million to Michigan's operator certification program in fiscal year 2002, and $3.1 million to Maryland's operator certification reimbursement in fiscal year 2003.

Between 2000 and 2006, EPA made 115 total awards totaling $116.7 million in federal obligations. The portfolio consisted predominantly of Project Grants (93 awards, 81 percent) with a smaller share of Formula Grants (22 awards, 19 percent). Award volume declined sharply after the initial years: 65 awards were made in 2002, 29 in 2003, then 3 in 2004, 1 in 2005, and 2 in 2006. No grant opportunities are currently posted under this program. Pursuing this program is not viable; all available funding was expended and the program closed in 2012.
