About this program
The Environmental Protection Agency administers the Wastewater Operator Training Grant Program (CFDA 66.467), which has not disbursed new grant awards since January 23, 2012. The program funded 389 total awards across its history; the most recent activity shows only one award in 2012, one in 2010, and eight in 2008, reflecting a sharp decline from the 39 awards made in 2006. Combined federal dollars obligated totaled $12.3 million over the program's lifetime. No grant opportunities are currently open. The source states that no appropriation authority was provided for fiscal year 2008 or later; if unobligated carryover funds become available, projects will be prioritized for on-site technical assistance to address performance-limiting conditions at wastewater treatment plants, with classroom training provided on a limited basis where cost-effective.
The program funded on-site technical assistance to wastewater treatment plant operators and municipal employees in the operation, maintenance, and management of publicly-owned treatment works, as well as operator training and certification programs. Recent awards also supported outreach initiatives, including the New England Interstate Water Pollution Control Commission's Youth and the Environment Program designed to introduce low-income high school students to environmental careers. Awards were predominantly Project Grants (378 awards, 97 percent of the portfolio), with smaller shares of Formula Grants (6 awards, 2 percent) and Cooperative Agreements (5 awards, 1 percent).
The Environmental Protection Agency was the sole funding source across all 389 awards. Typical award magnitudes ranged from approximately $26,000 to $58,000 in recent years. Representative recent awards include $80,370 to the New England Interstate Water Pollution Control Commission (January 2012), $43,000 to support youth environmental programming (June 2010), and approximately $53,700 to the University of Florida's Center for Training, Research and Education for Environmental Restoration to provide on-site assistance to wastewater treatment plant operators (September 2008).
Objective and description
- Objective
To substantially enhance the proficiency of personnel engaged in the operations and maintenance of treatment works and related activities by financing pilot programs. Funding Priority - Fiscal Year 2015: No funds are available in FY 2015. If funds become available, the funding priority will primarily be to provide on-site technical assistance to address the unique performance limiting conditions of wastewater treatment plants. Classroom training may also be provided on a limited basis, if cost-effective, to improve the skills of wastewater treatment plant operators. No appropriation authority was provided for FY 2008 or later. However, if unobligated carryover funds are available in FY 2015, projects will be funded in accordance with the funding priorities
