About this program

The Environmental Protection Agency funds watershed protection and coastal habitat restoration projects in West Coast estuaries from Alaska to Oregon's southern border under the West Coast Estuaries Initiative (CFDA 66.119), with the most recent grant award disbursed on June 1, 2011.

Program activity has ceased. The portfolio contains six total awards spanning 2009 to 2011, with five awards in 2009 and one in 2011. The EPA explicitly stated in its 2012 Funding Priority notice that no funds were appropriated for this program in Fiscal Year 2012 and no new solicitations or awards were expected. No recent grant opportunities are available.

The program funds local-level watershed protection and restoration projects addressing population and economic growth pressures on coastal aquatic resources. Recent awards demonstrate a focus on low-impact development, green infrastructure, riparian restoration, wetland assessment and mapping, habitat preservation through innovative land-use tools such as transferable development rights, and water quality improvement in specific river systems and estuaries. The Clarks Creek Low Impact Development and Riparian Restoration Project received $19,396; water quality improvement projects in the Matanuska and Susitna River watersheds received $564,041; the Lower Siuslaw River water quality project received $795,797; wetland identification and assessment work received $471,638; the Kitsap County shoreline and watershed regulatory scenario planning project received $756,415; and Puget Sound habitat preservation through transferable development rights received $567,311.

The portfolio is dominated by Cooperative Agreements, which account for five of six awards (83 percent), with one Project Grant. The EPA is the sole funding agency, obligating $2.8 million in federal dollars across the portfolio, with an additional $400 thousand in non-federal cost-share from recipients.

This program is not actively accepting applications and does not represent a current funding opportunity.

Objective and description

Objective

The West Coast Estuaries Initiative is a focused effort that evolved from the Environmental Protection Agency's Targeted Watersheds Grants Program. The initiative is designed to promote and support the protection and restoration of high value coastal aquatic resources in geographic areas that are subject to the pressures of population and economic growth through comprehensive watershed protection and management practices at the local level. The projects receiving assistance will support the EPA's goals for Region 10's coastal watersheds from Alaska to Oregon's southern border. These goals include: (1) clean and safe water through the protection of water quality and (2) healthy communities and ecosystems through the restoration and protection of ecosystems. Funding Priority - Fiscal Year 2012: No funds were appropriated for this program for FFY 2012. No new solicitations or awards are expected in FFY 2012.
