About this program

The Environmental Protection Agency awards Project Grants under the Temporally Integrated Monitoring of Ecosystems (TIME) and Long-Term Monitoring (LTM) Program (CFDA 66.042) to fund long-term monitoring of acidic deposition in sensitive lakes across the northeastern United States, with the most recent grant award dated February 1, 2023.

The program funds multi-year continuation of water-quality monitoring in acid-sensitive lake systems to assess the effects of emissions reductions mandated by the Clean Air Act Amendments of 1990 on surface water acidification. Recent awards support 30+-year monitoring cycles in New Hampshire, Maine, Vermont, and the Adirondack region of New York, with activities including annual or seasonal sampling of specific lake populations, quality assurance oversight through subawards, and delivery of lake water-quality datasets. The program monitors chemical and ecological response to pollution reduction across sulfur, nitrogen, and aluminum biogeochemical changes.

All six awards in the portfolio are Project Grants. The Environmental Protection Agency obligated $3 million across four awards, and the Environmental Protection Agency Office for Air and Radiation—Funding Office obligated $690 thousand across two awards, for a combined $3.7 million in federal dollars. Recent award magnitudes range from $250 thousand to $1.247 million, with typical continuation awards between $440 thousand and $677 thousand.

The program shows sparse recent activity: six total awards since 2010, with one award in 2023, one in 2020, and the prior three between 2010 and 2016. No recent grant opportunities are currently posted or have been posted recently. Applications are submitted through Grants.gov, and EPA conducts administrative and technical evaluation over approximately 180 days before advising applicants of funding decisions and negotiating final work plans. Award selection is based on relevancy to EPA's mission, technical merit, and likelihood of success; EPA may issue solicitations specifying additional criteria for particular projects or project groups.

Objective and description

Objective

EPA will award interagency and cooperative agreements to study the chemical and ecological response to pollution reduction and emissions control programs. The programs will assist in understanding biogeochemical changes in sulfur, nitrogen, aluminum,

Description

The TIME/LTM program monitors the effect of acidic deposition in sensitive lakes in the northeastern United States. The overall goal of TIME/LTM is to assess the effects of the Clean Air Act Amendments of 1990 on surface water acidification.

Uses of assistance

EPA will implement this grant authority by awarding cooperative agreements to state and local governments, institutions of higher education, and quasi-public and non-profit organizations that demonstrate the capability to perform the sampling, measurement, and parameter characterization of the lakes and streams in this long-term ecological system response program. Assistance agreement awards under this program may involve or relate to geospatial information. Further information regarding geospatial information may be obtained by viewing the following website: Geospatial Resources at EPA (https://www.epa.gov/geospatial).

Length and time phasing of assistance

EPA normally funds assistance agreements on a 12-month basis. However, EPA can negotiate the project period with each applicant based on project requirements. EPA limits project periods to 7 years.

How to apply

Preapplication coordination

This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs" when proposed Federal financial assistance involves land use planning or construction associated with demonstration projects. EPA financial assistance programs and activities subject to intergovernmental review that are subject to review under State single point of contact procedures are identified at https://www.epa.gov/grants/epa-financial-assistance-programs-subject-executive-order-12372-and-section-204. Applicants for programs or activities subject to Intergovernmental Review that are not subject to State single point of contact review must provide directly affected State, areawide, regional, and local entities at least 60 days to review their application following notification by EPA that the application has been selected for funding as provided by 40 CFR 29.8(a) and (c).

Application procedure
