About this program

The Department of Veterans Affairs Veterans Benefits Administration operates a vocational training and rehabilitation benefits program (CFDA 64.128) for children of Vietnam Veterans born with spina bifida, children of Women Vietnam Veterans born with certain birth defects, and children of Veterans with service in Korea or Thailand born with spina bifida, with no current grant opportunities listed in the source.

This program funds vocational training and rehabilitation services to help eligible children prepare for and attain suitable employment. Beneficiaries may receive monthly monetary compensation at one of three disability severity levels, health care, and vocational training and assistance. Training plans may not exceed 24 months of full-time services or the part-time equivalent. Regional Benefits Offices authorize awards.

The source provides no recent grant award activity, portfolio concentration data, award economics, or information on funding cadence or historical award volume. The program description indicates this is an entitlement-style benefit administered directly by VA Regional Benefits Offices rather than a discretionary grant program soliciting external applicants. Eligible children apply directly to VA for benefits determination; the source does not describe a competitive application process, NOFO cycle, or peer review.

Applicants denied benefits or in disagreement with a determination receive a notification letter advising of review and appeal options, filing requirements, and time limits. The source does not specify how to initiate an application, where to submit one, or current processing timelines.

This program does not appear to be structured as a traditional federal grant opportunity for organizations seeking to serve a population. Rather, it is a direct-benefit program administered by VA for individual beneficiaries who meet medical and service-connection criteria. Business development professionals should clarify whether their organization's role would be as a service provider under contract to VA or as a representative assisting individual beneficiaries in accessing benefits, as the latter role falls outside the typical federal grants pursuit model.
