About this program
The Department of Veterans Affairs Veterans Benefits Administration administers the Pension for Non-Service-Connected Disability for Veterans program (CFDA 64.104), which provides monthly benefit payments to wartime veterans meeting age or disability criteria and income/net-worth limits, with no upcoming grant opportunity currently posted.
This program does not operate as a traditional federal grant program with competitive solicitations or project-based awards. Instead, it functions as an entitlement benefit administered through regional VA offices. Eligible wartime veterans receive ongoing monthly pension payments rather than time-limited grant awards. Eligibility requires either permanent total disability unrelated to military service, age 65 or older, presumed total disability based on long-term nursing home care, or Social Security Administration disability determination. Veterans must have served at least 90 days during a war period, or 90 or more consecutive days beginning or ending during wartime, or any length of time if discharged for a service-connected disability. Those entering service after September 7, 1980, must also satisfy a 24-month continuous active-duty requirement. Income and net-worth thresholds apply; estates deemed sufficient for self-maintenance disqualify applicants.
The program is not structured around grant opportunities, competitive selections, or discrete project funding. There is no assistance-type mix, award portfolio, or funding concentration to evaluate in the traditional grants sense. Initial disability pension claims averaged 140.77 days to process in fiscal year 2025, a 5.55-day improvement over fiscal year 2024. Determinations are made at regional offices, and veterans denied benefits receive notification of appeal and review options with associated filing requirements and time limits.
For business development professionals at organizations seeking federal grant funding, this Assistance Listing is not a pursuit vehicle. The program distributes direct benefits to individual veterans meeting statutory criteria rather than funding organizational projects or services. Organizations interested in serving disabled veterans should explore other VA programs funding service delivery, employment support, or healthcare infrastructure instead.
