About this program
The Department of Veterans Affairs operates the VHA Community Living Center program (CFDA 64.049) to fund nursing home care services for eligible veterans in VHA-operated community living centers.
This program does not operate as a competitive grant solicitation open to external applicants. Rather, it is an internal Veterans Health Administration allocation and accounting mechanism that tracks federal spending on nursing home services provided directly to veterans by VHA facilities. The program funds both short-term and long-term residential nursing care for veterans who meet enrollment criteria under Title 38 USC 1705, prioritized by service-connected disability rating, former prisoner-of-war status, Medal of Honor recipient status, and financial need. Eligible veterans include those with service-connected disabilities rated 50 percent or greater, those rated 30–40 percent, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, catastrophically disabled veterans, veterans unable to defray necessary care costs, and all other veterans eligible for VHA nursing home care. Services are provided during the fiscal year in which veterans are enrolled.
The VHA Office of Policy and Planning identifies eligible beneficiaries, the Decision Support System Managerial Cost Accounting System calculates service costs attributable to individual patients, and the VHA Allocation Resource Center consolidates patient-level cost data with beneficiary enrollment to produce spending reports by veteran residence and facility.
Because this listing reflects internal VHA budget allocation rather than a competitive grant program, no grant opportunities are open to external applicants, no recent grant awards to third-party recipients exist in the traditional sense, and no application process is available. Organizations seeking to contract with or receive funding from VHA for veteran services should evaluate other VHA or Department of Veterans Affairs assistance listings and contracting mechanisms rather than this program.
