About this program

The Department of Veterans Affairs accounts for Veterans Health Administration (VHA) Mental Health spending through CFDA 64.048, a program that allocates resources to outpatient mental health clinic services delivered to enrolled veterans during each fiscal year, with no specific application deadline as this is an internal allocation mechanism rather than a competitive grant program.

This program does not operate as a traditional grant solicitation. Instead, it is a cost-accounting and resource-allocation system through which the VHA Office of Policy and Planning identifies eligible beneficiaries, the Decision Support System calculates service costs attributable to specific patients, and the VHA Allocation Resource Center merges patient-level cost and beneficiary data to allocate spending by veteran residence. The program funds the full range of VHA outpatient mental health clinic services, including Individual and Group Mental Health Clinics, MH Homeless Clinic, PTSD Clinics, Psychosocial Clinics, Substance Abuse Clinics, HUD/VASH (Veterans Affairs Supportive Housing) clinics, and MH Community Outreach clinics.

Eligibility is governed by Title 38 USC 1705, which establishes a priority enrollment system. Veterans with service-connected disabilities rated 50 percent or greater receive the highest priority, followed by those rated 30 or 40 percent, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those rated 10 or 20 percent, catastrophically disabled veterans, veterans unable to defray care expenses, and all other veterans eligible under Title 38. Services are provided during the fiscal year to all eligible enrolled veterans.

Because this is an internal VHA resource-allocation accounting mechanism rather than a competitive external grant program, no grant opportunities are posted, no application deadlines apply, and no individual awards are issued to external recipients. Organizations seeking VHA mental health funding should contact the VHA Office of Policy and Planning or Allocation Resource Center directly to understand how this allocation system affects service delivery and resource availability at their local VA facility.
