About this program

The Department of Veterans Affairs accounts for Veterans Health Administration primary care spending and displays expenditures by veteran residence under CFDA 64.047, with the most recent fiscal year activity reflecting ongoing operational costs rather than time-bound grant opportunities. This is not a competitive grant program but rather an accounting mechanism for direct health care delivery to enrolled veterans through the VHA's patient enrollment system established under Title 38 USC 1705.

VHA Primary Care is fundamentally a health care entitlement program, not a discretionary grants mechanism. The program funds hospital care, medical services, and primary care clinic services (both individual and group clinics) delivered directly to eligible veterans. Eligibility is governed by a statutory priority system based on service-connection ratings and special veteran statuses, with priority given to veterans with service-connected disabilities rated 50 percent or greater, followed by lower-rating tiers, former prisoners of war, Medal of Honor recipients, Purple Heart recipients, catastrophically disabled veterans, veterans unable to defray necessary care costs, and all other eligible veterans in order.

The VHA Office of Policy and Planning identifies beneficiaries, the Decision Support System Managerial Cost Accounting System allocates service costs to specific patients, and the VHA Allocation Resource Center merges patient costs with beneficiary data to produce spending accounts by veteran residence and fiscal year. Services are provided on a rolling basis throughout each fiscal year to all enrolled veterans meeting eligibility criteria.

This program structure means prospective applicants should recognize that VHA Primary Care is not a competitive funding opportunity requiring grant applications or proposal submissions. Instead, it represents the operational appropriation for direct veteran health care delivery. Organizations seeking to engage with VA health care funding should pursue opportunities through established VHA contracting mechanisms, cooperative agreements with specific VA medical centers, or other designated VA funding vehicles rather than through traditional grant application channels under this Assistance Listing. The program has no posted grant opportunities, no application deadlines, and no competitive award process in the traditional sense.
