About this program

The Department of Veterans Affairs operates VHA Inpatient Psychiatry (CFDA 64.046), a program that funds inpatient mental health care delivery to enrolled veterans, including acute psychiatric beds, substance abuse treatment, PTSD care, and long-stay psychiatric services.

This program is not a competitive grant opportunity. It is an accounting and allocation mechanism within the Veterans Health Administration that tracks and attributes the cost of inpatient psychiatric services to specific veteran patients and their residence locations. The VHA Office of Policy and Planning identifies beneficiaries, the Decision Support System Managerial Cost Accounting System calculates service costs, and the VHA Allocation Resource Center merges patient-level cost and utilization data. Services are provided during the fiscal year to veterans enrolled under Title 38 USC 1705, which establishes a six-tiered priority system: veterans with service-connected disabilities rated 50 percent or greater; those rated 30–40 percent; former prisoners of war, Purple Heart recipients, Medal of Honor recipients, those rated 10–20 percent, and certain other service-connected groups; catastrophically disabled veterans and those requiring aid and attendance; veterans unable to defray necessary care expenses; and all other eligible veterans.

Business development professionals should not pursue this listing as a grant funding opportunity. VHA Inpatient Psychiatry is not a discretionary grant program that awards funds to external organizations or researchers. It is an internal VA budgeting and cost-accounting structure that allocates resources to VA medical centers and psychiatric wards based on patient census and service delivery. Organizations seeking VA funding for mental health research, clinical innovation, or contracted services should explore other VA Assistance Listings or contracting vehicles rather than this program.
