About this program

The Department of Veterans Affairs funds outpatient ancillary health services for eligible veterans under CFDA 64.045, with no recent grant award dates or open grant opportunities evident in the source.

This program does not operate as a traditional federal grant solicitation. Instead, it functions as an accounting and allocation mechanism for Veterans Health Administration (VHA) spending on outpatient ancillary services delivered to enrolled veterans. The VHA Office of Policy and Planning identifies beneficiaries, the Decision Support System Managerial Cost Accounting System calculates service costs attributed to individual patients, and the VHA Allocation Resource Center merges patient-level cost and beneficiary data to track spending by veteran residence. Services provided include social work, nursing and nutritional clinics, telephone consultations, adult day health care, the MOVE clinic, and other supportive services delivered during the fiscal year.

Eligibility follows Title 38 USC 1705 enrollment priorities. Veterans with service-connected disabilities rated 50 percent or greater receive first priority, followed by those rated 30 or 40 percent, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, veterans rated 10 or 20 percent, catastrophically disabled veterans receiving increased pension, veterans unable to defray necessary care expenses, and all other eligible veterans in descending priority order.

The source provides no data on award volume, funding concentration, typical award magnitudes, recent grant awards, or open solicitations. This listing appears to describe an internal VA accounting and cost-allocation system rather than a competitive or formula grant program open to external applicants or even VA facilities competing for discretionary funding. Organizations seeking VHA funding should verify current solicitation status directly with the Department of Veterans Affairs before investing in application development under this listing.
