About this program
This is not a federal grant program. CFDA 64.044 (VHA Home Care) is a direct-service program operated by the Department of Veterans Affairs' Veterans Health Administration that finances and delivers home-based clinical care to enrolled veterans; it does not disburse competitive or discretionary grant awards to external applicants or recipients.
The Assistance Listing describes an internal accounting and service-delivery mechanism. The VHA Office of Policy and Planning identifies eligible beneficiaries according to a statutory priority enrollment system defined in Title 38 USC 1705, the Decision Support System tracks service costs to individual patients, and the VHA Allocation Resource Center merges patient costs with beneficiary data. Eligible veterans are prioritized by service-connected disability rating (50 percent or greater first, then 30–40 percent, then 10–20 percent and special categories such as former prisoners of war and Medal of Honor recipients), followed by catastrophically disabled veterans, then veterans unable to defray necessary care expenses, and finally all other eligible veterans.
Services funded under this Assistance Listing include Home Based Primary Care, spinal cord injury home care, Home Telehealth, and other home treatment services delivered during the fiscal year. These are direct clinical services provided to veterans in their residences, not project grants or research awards.
Organizations seeking federal funding for health care delivery, veteran services, research, or education should not pursue this Assistance Listing. Eligible applicants for federal grant opportunities related to veteran support, health services research, or clinical programs should search active Assistance Listings and recent NOFOs under the VA and other federal agencies.
