About this program
The Department of Veterans Affairs operates the VHA Mental Health Residential program (CFDA 64.043) to fund psychiatric residential rehabilitation and domiciliary care services for eligible veterans, with allocation and beneficiary identification managed by VHA's Office of Policy and Planning, Decision Support System, and Allocation Resource Center.
The source provided does not contain information on recent grant awards, award cadence, open grant opportunities, assistance-type mix, funding concentration among multiple agencies, or typical award magnitudes. The program description focuses on statutory authority for veteran enrollment prioritization and cost accounting methodology rather than recent grant activity or solicitation status.
Based on the statutory framework outlined, the program funds mental health residential services including psychiatric residential rehabilitation and domiciliary care delivered to veterans according to a six-tier enrollment priority system. Priority enrollment favors veterans with service-connected disabilities rated 50 percent or greater, followed by those rated 30–40 percent, then former prisoners of war, Purple Heart recipients, Medal of Honor recipients, veterans with 10–20 percent ratings, catastrophically disabled veterans, indigent veterans unable to defray care expenses, and all other eligible veterans.
To evaluate whether this program merits pursuit, you will need to consult current VHA funding announcements, the official Assistance Listing database, and VHA regional office contacts. The source does not indicate whether this operates as a traditional grant program with competitive solicitations or as an appropriated benefit delivery system. Clarify with VHA whether external organizations may apply for funding under CFDA 64.043 or whether it functions solely as an internal VA budget allocation mechanism.
