About this program

This is not a federal grant program available for external applicant pursuit. CFDA 64.042, VHA Inpatient Surgery, is a Department of Veterans Affairs internal budget and accounting mechanism that tracks spending on acute inpatient surgical services delivered directly to eligible veterans through the Veterans Health Administration's own hospital system.

The program funds the operational costs of acute inpatient surgery services provided by the VA's own facilities, including surgical intensive care units, operating rooms, surgical step-down units, and surgical specialty wards. The program's administrative structure — VHA Office of Policy and Planning identifying beneficiaries, the Decision Support System Managerial Cost Accounting System calculating service costs, and the VHA Allocation Resource Center consolidating patient costs with beneficiary data — reflects an internal cost-allocation and performance-tracking system, not a grant-making apparatus.

Eligible recipients are veterans enrolled in the VA health system under statutory priority tiers: veterans with service-connected disabilities rated 50 percent or greater receive priority enrollment, followed by those rated 30–40 percent, former prisoners of war, Purple Heart recipients, Medal of Honor recipients, catastrophically disabled veterans, veterans unable to defray care expenses, and all other eligible veterans. The program accounts for services provided during each fiscal year.

The source provides no recent grant awards, grant opportunities, or application procedures because this program does not solicit or award grants to external organizations. No business development pursue decision is applicable. Organizations seeking federal funding for veteran health care services or research should investigate grant programs under the VA Office of Research and Development (such as CFDA 64.004, 64.005, or 64.006) or other federal health research and development programs outside the VA's internal operational accounts.
