About this program
The Department of Veterans Affairs VHA Office of Policy and Planning accounts for Veterans Health Care spending through the VHA Outpatient Specialty Care program (CFDA 64.041), which funds outpatient specialty medical services to eligible veterans with no stated application deadline or recent grant award activity in the available source material.
The program covers all outpatient specialty care services provided to enrolled veterans during the fiscal year, including medical specialties, surgical specialties, ambulatory surgery, urgent and emergency care, dialysis, cancer treatment clinics, and outpatient rehabilitative medicine care spanning spinal cord injury and polytrauma clinics. Eligibility follows a statutory enrollment priority system based on service-connected disability rating and veteran status. Veterans with service-connected disabilities rated 50 percent or greater receive highest priority, followed by those rated 30 to 40 percent; former prisoners of war, Purple Heart recipients, and Medal of Honor recipients; veterans with service-connected disabilities rated 10 to 20 percent; catastrophically disabled veterans requiring regular aid and attendance; veterans unable to defray necessary care expenses; and all other eligible veterans.
The program operates through the VHA Decision Support System (DSS) Managerial Cost Accounting System, which identifies service costs to specific patients; the VHA Allocation Resource Center (10A3B) merges patient costs with beneficiary data to track spending by veteran residence. Services funded are those provided during the fiscal year to eligible recipients.
The source material does not report recent grant awards, award frequency, combined federal dollars obligated, assistance-type distribution, or currently open grant opportunities under this program. The structure and statutory language suggest this functions as a direct veterans health care appropriation and allocation mechanism rather than a competitive grant solicitation program. Organizations considering pursuit should clarify whether this program accepts external grant applications or operates exclusively as an internal VHA cost allocation and beneficiary tracking system.
