About this program

The Department of Veterans Affairs Veterans Health Administration administers the Veterans Domiciliary Care program (CFDA 64.008) to provide residential care for ambulatory veterans disabled by age or illness who do not require acute hospitalization or skilled nursing services, with the goal of rehabilitating veterans toward independent or semi-independent community living or helping them reach optimal functioning in a protective 24-hour, seven-days-per-week environment.

This is not a discretionary grant program that accepts external applications. The program operates as a per diem reimbursement mechanism for State Veterans Homes (SVHs) providing domiciliary care to eligible veterans, funded through title 38 of the United States Code, sections 1710, 1720(f), and 1741–1745. Veterans apply directly to the nearest VA medical facility using VA Form 10-10EZ (Application for Medical Benefits) and VA Form 10-10EC (Application for Extended Care Services) to determine eligibility for placement. Eligible veterans are those meeting basic VA healthcare eligibility, assessed as not requiring acute inpatient admission, having tried or been denied less restrictive treatment alternatives, with identified rehabilitation needs requiring residential structure, lacking stable housing conducive to recovery, and capable of basic self-care and self-preservation. Military discharge papers (DD214) are required for eligibility verification.

The program is administered by the Chief Business Office through the State Veterans Home Per Diem Program Office (10NB) at the Department of Veterans Affairs, with additional oversight by the National Mental Health Director for Residential Rehabilitation and Treatment Programs. Program procedures covering eligibility determination, reporting, vouchering, and auditing of per diem payment claims are codified in 38 CFR Parts 51 and 52. Eligible applicants are veterans meeting the criteria above; the program does not accept applications from external organizations, nonprofit entities, or other institutional applicants seeking to operate domiciliary care facilities or conduct research or service delivery programs. For further information, contact the Chief Business Office at (303) 398-5908 or the National Mental Health Director at (757) 722-9961, extension 1123.
