About this program

The Small Business Administration established the Restaurant Revitalization Fund under CFDA 59.078 as an emergency assistance program that concluded in 2023, providing non-repayable grants to food-service and beverage businesses impacted by COVID-19. This program is no longer active and accepting applications.

The RRF funded eligible restaurants, bars, food trucks, caterers, bakeries, breweries, wineries, distilleries, and inns—specifically businesses where on-site public sales comprised at least 33 percent of gross receipts for production facilities. Awards covered pandemic-related revenue losses up to $10 million per business and $5 million per physical location, provided funds were obligated by March 11, 2023. Eligible uses included payroll costs and sick leave, mortgage obligations, rent, debt service, utilities, maintenance, outdoor seating construction, supplies including protective equipment, food and beverage inventory, covered supplier costs, and general operating expenses.

The program opened May 3, 2021 and operated through fund exhaustion. Applications flowed through SBA-recognized Point of Sale Restaurant Partners, direct SBA online portal submission at Restaurants.SBA.Gov, or call center support. The SBA implemented oversight and performance measurement under 2 CFR 200 standards.

No grant award portfolio data, recent award examples, or recent funding opportunity details are available in the source. The program's authorization and funding mechanism have concluded; the statutory deadline for obligating awarded funds passed in March 2023. Organizations seeking to understand historical disbursement patterns, recipient outcomes, or the total federal dollars obligated should consult SBA administrative records or closed-program evaluation documentation. This program should not be pursued for new applications.
