About this program

The Small Business Administration implemented the Paycheck Protection Loan Program (CFDA 59.073) with Department of Treasury support, with primary loan distribution periods ending June 30, 2020 for first-draw loans and June 30, 2021 for second-draw loans. This program is no longer active; the source contains no recent grant awards or open grant opportunities, as the program's authorized distribution periods have closed.

The PPP provided forgivable loans to small entities with 500 or fewer employees, including nonprofits, veterans organizations, tribal concerns, self-employed individuals, sole proprietorships, and independent contractors. Entities with more than 500 employees in certain industries could apply if they met SBA's alternative size standards for those sectors. Second-draw borrowers had to demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020 and have no more than 300 employees. Participating lenders approved and originated loans with 100% SBA guarantee; the SBA provided approval notification and borrowers received commitment letters and loan proceeds from lenders.

The program operated as a loan guarantee mechanism rather than a traditional grant program. Loan funds were originated, closed, and serviced by participating lenders under full SBA guarantee. Nonprofit borrowers under CARES Act Section 1102 were excluded from certain reporting requirements, though the program otherwise required annual independent financial audit. The program explicitly falls outside the scope of 2 CFR 200, Subpart E cost principles.

The PPP closed to new loan approvals on June 30, 2020 for the first distribution period and on May 31, 2021 for first-draw loans in 2021, with second-draw loans accepted through June 30, 2021 or until funds were exhausted. No appeals process was available. This program is historically significant as emergency pandemic relief but represents a closed funding window with no current opportunity for new applicants.
