About this program

The Small Business Administration (SBA) administered the Native American Outreach program (CFDA 59.052) to fund economic development projects providing small business opportunities for American Indian, Alaska Native, and Native Hawaiian entrepreneurs in disadvantaged and underserved communities nationwide; the most recent grant awards were disbursed on September 30, 2015.

This program has not been active recently. The seven documented awards all clustered in fiscal year 2015, with no subsequent awards on record. The program funded Native American Micro Enterprise Business Services Grants—Cooperative Agreements supporting training, counseling, and small business development services delivered to entrepreneurs in Indian Country, Alaska, and Hawaii. All awards were Cooperative Agreements, each with performance periods of approximately one year (September 2015 through September 2016 or December 2016).

Combined federal dollars obligated totaled $639 thousand across the seven awards. Individual award magnitudes ranged from approximately $44 thousand to $100 thousand. The SBA provided the bulk of funding through five awards totaling $500 thousand, with the SBA Office of Performance Management and the Chief Financial Officer funding two awards totaling $139 thousand.

Representative awards include Cooperative Agreement SBAHQ15J0018 for $100 thousand, SBAHQ15J0010 for $100 thousand, and SBAHQ15J0009 for $44,291. All seven awards were issued on the same date and shared identical titles: Native American Micro Enterprise Business Services Grants.

Applicant eligibility required demonstrated experience in effectively training, counseling, developing, and measuring small business development in Indian Country, Alaska, and Hawaii. Proposals were evaluated by a review panel on a project-by-project basis with award decisions issued within 120 days of the filing deadline. Recipients were required to maintain detailed client activity records and financial documentation for three years following completion of the final report.

No recent grant opportunities are posted. The absence of awards after 2015 suggests this program may be inactive or consolidated under other SBA initiatives.

Objective and description

Objective

To fund economic development projects that will provide small business opportunities and empower American Indians, Alaska Natives and Native Hawaiian entrepreneurs located in disadvantaged and under-served Native American communities nationwide.

Eligibility

Applicant eligibility

Organizations must have experience in effectively training, counseling, developing and measuring small business development in Indian Country, Alaska and Hawaii.

Beneficiary eligibility

Native American entrepreneurs who are starting their own business or expanding their existing business.

Uses of assistance

The projects must provide increased entrepreneurial development opportunities for Native Americans, serve as effective models to address the issue of access to SBA information and resources, and have the potential to become best practices for implementation by other entities around the country. Program initiatives must assist small businesses in Native communities on the basis of need, realizing that not all Native Americans, particularly those in remote areas experiencing severe economic hardship, may be aware of this and other SBA programs. Projects must also include a strong outreach component to ensure that under-served Native American communities have the opportunity to participate in the program.

Length and time phasing of assistance

The performance period varies based upon the accepted proposals.

How to apply

On a project by project basis, proposals of eligible applicants are evaluated by a review panel. The SBA/Office of Procurement and Grants Management issues an award to each approved applicant.
