About this program

The Small Business Administration administers the 8(a) Business Development Program (CFDA 59.006) to foster business ownership by socially and economically disadvantaged individuals and promote the competitive viability of such firms through business development and mentoring assistance.

The source contains no recent grant awards. The portfolio block reports a single grant award from September 30, 2012—a $50 thousand Cooperative Agreement—with no subsequent awards documented. This 14-year gap between the last recorded award and today indicates the program either has not issued grants in this timeframe, or award data is not current in the source. The absence of recent grant opportunities in the source similarly prevents assessment of open solicitation activity.

The program's operational focus centers on providing business development assistance to program participants, including management and technical assistance, access to capital and other financial assistance, business training and counseling, and access to sole source and limited competition federal contract opportunities. Applicants submit electronic applications to SBA District offices through sba.gov. SBA notifies applicants of approval or decline within approximately 90 days of deemed-complete application status. Declined applicants may not reapply within 90 days of the agency decision; applicants may appeal certain decline decisions to SBA's Office of Hearings and Appeals within 45 days. Concerns declined three times within 18 months cannot reapply for 12 months from the third decline.

The program provides a broad range of business development assistance and access to capital to approved participants, though the source does not characterize the scale, frequency, or modality of such assistance delivery. SBA conducts program participation audits as needed and contract audits as required by federal acquisition regulations. Standard business and accounting records suffice for audit compliance.

Given the 14-year hiatus in documented award activity and the absence of current opportunity notices, pursuit of this program warrants verification of current funding status and application windows directly with SBA District offices before committing business development resources.

Alternatively, within 45 days of a decline decision, an 8(a) applicant may appeal a denial of program admission to SBA's Office of Hearings and Appeals (OHA) if the decline decision is based solely on a negative finding of social disadvantage, economic disadvantage, ownership, control, or any combination of these four criteria. If an applicant does not appeal SBA's decline decision to OHA, SBA's ruling is the final agency decision on the matter. If an applicant does appeal SBA's decline decision to OHA, OHA's decision is the final agency decision. Where a concern has been declined three times within 18 months of the date of the first final agency decision finding the concern ineligible, the concern cannot submit a new application for admission to the program until 12 months from the date of the third final Agency decline decision.
