About this program
NASA is funding construction of facilities, environmental compliance and restoration, energy savings investments, and facility demolition projects under the Construction & Environmental Compliance & Remediation program (CFDA 43.010), with the most recent grant award dated August 10, 2016.
Activity in this program is sparse and dormant. Three grant awards have been disbursed since 2012, awarded in 2012, 2014, and 2016 at a cadence of roughly one award every two years during that period. No grant awards have been announced in the past ten years. The portfolio comprises two Project Grants and one Cooperative Agreement, with $625 thousand in combined federal dollars obligated across all three awards.
The program funds environmental remediation and compliance work alongside facility infrastructure. Recent awards support research into adsorption materials for contaminant removal—specifically pecan shell-derived activated carbons for NDMA adsorption (awarded to New Mexico State University in 2016 for $455 thousand), perchlorate ion research with carbon adsorbents (awarded in 2014 for $149 thousand), and testing of geopolymer binders for rocket plume environments under a dual-use agreement with Louisiana Tech University in 2012 for approximately $20 thousand. These examples indicate the program funds both environmental cleanup innovation and specialized materials research tied to NASA operations.
Funding is split between NASA headquarters and the NASA Shared Services Center. The Shared Services Center administers the largest single award ($455 thousand), while NASA proper funded the remaining two awards totaling $170 thousand.
No recent grant opportunities are listed. The source notes that due to the individualistic nature of these awards, NASA staff provide specific instructions on the application and selection process through each funding opportunity announcement, suggesting project-specific solicitation rather than standing open calls.
Objective and description
- Objective
NASA's CECR account is responsible for the design and execution of Construction of Facilities (CoF) projects, facility demolition projects, Energy Savings Investment projects, and Environmental Compliance and Restoration (ECR) activities. CoF makes capital repairs and improvements to NASA's institutional infrastructure and provides NASA's programs and projects with the specialized test, research and operational facilities required to accomplish their respective missions. ECR projects clean up pollutants released into the environment during past activities. This program also funds large capital compliance projects resulting from changing environmental laws and regulations and includes sustainability initiatives as appropriate concerning NASA's mission and operations.
