About this program

The Federal Communications Commission administers the Universal Service Fund – Lifeline program (CFDA 32.003) to reimburse Eligible Telecommunications Carriers for providing discounted broadband Internet access and voice telephony services to low-income Americans, with reimbursement claims filed monthly and payable up to one year after the data month.

The program operates as a reimbursement mechanism rather than a traditional grant solicitation. Eligible Telecommunications Carriers submit monthly reimbursement claims for Lifeline service provided to eligible subscribers; applications are processed through USAC (Universal Service Administrative Company) with notices of funding opportunities posted on Grants.gov according to established deadlines that vary by location. The source does not identify recent grant opportunities with specific due dates or recent award activity with dollar magnitudes and recipient names.

Eligible Telecommunications Carriers must verify subscriber eligibility through identity information (name, date of birth, address, last four Social Security Number or Tribal Identification Number digits) and evidence of income or participation in Lifeline-qualifying programs. Subscribers access the program through an Eligible Telecommunications Carrier, state Lifeline administrator, or the National Verifier online portal at checklifeline.org. The program includes procedural protections: carriers have 60 days to appeal adverse actions; applicants receive 45 days to contest application denials; subscribers receive written notice and grace periods (15 to 60 days depending on the reason) before service termination for non-use, failed recertification, or other causes.

Eligible Telecommunications Carriers face random and risk-based compliance audits and investigations to ensure adherence to program rules. The source does not provide information on recent award volumes, funding concentration among federal agencies, typical reimbursement magnitudes, or currently open application deadlines. Interested carriers should contact USAC headquarters or regional locations for applicable application deadlines and filing requirements specific to their service area.
