About this program

The Department of the Treasury Community Development Financial Institutions Fund issues loans under CFDA 21.035 to certified Community Development Financial Institutions to promote economic revitalization and community development, with application deadlines typically 30 to 60 days after Notice of Funds Availability publication and award determinations within 270 days of the application deadline.

Only certified CDFIs are eligible; federal, state, and local government agencies and instrumentalities are explicitly ineligible. Loans carry a 13-year term with interest-only semi-annual payments in years 1–10 and fully amortizing payments in years 11–13, at rates specified in the applicable NOFA. Recipients must deploy all award funds within three years and maintain records substantiating total costs incurred and achievement of Performance Goals and Measures per OMB guidance and assistance agreement terms. Award evaluation relies on eligibility review, financial analysis and compliance risk evaluation, business plan review, policy objective review and due diligence, and other factors set forth in CDFI Program regulations and NOFA materials. Funded activities target Investment Areas and Targeted Populations as defined in 12 C.F.R. 1805.
