About this program
The Department of Transportation's Immediate Office of the Secretary is funding research and technology development to expand accessibility and mobility for underserved communities through the Mobility Equity Research Initiative (CFDA 20.948), with the most recent grant opportunity posted January 5, 2024, and extended deadline of March 22, 2024.
The program funds research proposals and technology advancements addressing transportation inequities affecting low-income, minority, rural, disadvantaged, and underserved populations, including people with disabilities and older Americans. Funded work focuses on enabling technologies such as telecommunications, data analysis, and clean energy; innovations in service design, connectivity, and business models; and research tools that complement existing data systems housed on equity-data.dot.gov. Applicants must address specific mobility challenges, provide transportation solutions that connect communities, and propose cost-effective transportation network systems. Research must demonstrate how activities will support disadvantaged and underserved communities and produce actionable results connected to end-users.
The program operates predominantly through Cooperative Agreements with individual awards typically structured for up to 24 months of performance. Eligible applicants include institutions of higher education (both public and private), public research entities such as University Affiliated Research Initiatives and Federally Funded Research and Development Centers, national laboratories, and 501(c)(3) nonprofit research entities. Recipients must comply with 2 CFR 200 uniform administrative requirements and cost principles, and are required to develop a Data Management Plan ensuring public access to digital datasets resulting from the funded research.
Selection criteria emphasize quality and feasibility of the research center concept, innovation and impact potential, monitoring and evaluation rigor, sustainability beyond the funding period, and demonstrated support for underserved communities. The Department evaluates applications through a panel of subject matter experts and transportation practitioners, with final selection by the Secretary.
