About this program

The National Highway Traffic Safety Administration (NHTSA) awards assistance under the National Driver Register program (CFDA 20.606) to organizations representing state interests in managing and operating the Problem Driver Pointer System (PDPS), a computerized database of individuals whose motor vehicle driving privileges have been revoked, suspended, canceled, or denied, or who have been convicted of serious traffic offenses; NHTSA issues assistance every five years.

The program funds the management, administration, and operation of the PDPS IT system and user assistance functions that enable state chief driver licensing officials to exchange motor vehicle driving record information. This is a single-award program structure—NHTSA selects one awardee per funding cycle to serve as the organization managing and operating the system on behalf of participating states.

NHTSA evaluates applications using three equally weighted factors: Technical Plan, Personnel Qualifications and Organization, and Cost and Budget Evaluation. Applications are typically due 45 days after NOFO issuance, with award decisions rendered one to three months after submission. Recipients must comply with 2 CFR 200 audit and record-retention requirements.

The source does not report recent grant awards, award amounts, or open grant opportunities. The five-year funding cycle and lack of posted opportunity information suggest the program is not currently in an active solicitation window. Organizations interested in pursuing this funding should monitor NHTSA's grants portal and Grants.gov for the next NOFO issuance, which would trigger the 45-day application window. This program is administratively straightforward but has a narrow applicant pool—only organizations capable of representing state driver licensing interests and managing a national IT infrastructure at scale are competitive.
