About this program
The Federal Railroad Administration (FRA) within the Department of Transportation provides financial assistance under CFDA 20.335 to support the State-Amtrak Intercity Passenger Rail Committee (SAIPRC), which promotes mutual cooperation and planning on state-supported Amtrak services and implements section 209 of the Passenger Rail Investment and Improvement Act of 2008. The source does not report recent grant award dates, current grant opportunities, or a grant award portfolio, so program activity and award economics cannot be assessed from the material provided.
The program funds projects that advance SAIPRC's mission of coordinating state and Amtrak planning efforts on intercity passenger rail services. Grants are predominantly project-oriented and non-renewable; the FRA evaluates applications through a three-part review process screening for completeness and eligibility, assessing technical merit and benefits, and selecting projects for funding, with preference given to initiatives supporting SAIPRC's stated mission.
The program operates on a Notice of Funding Opportunity (NOFO) basis, with solicitations posted on Grants.gov. Application deadlines are managed at FRA headquarters and regional locations. Applicants must submit standard federal forms (SF-424, SF-424A or 424C depending on project type, SF-424B or 424D assurances), FRA-specific assurances and certifications, project narratives, statements of work, and budgets. Preapplication coordination is required; environmental impact documentation is not required. The program is eligible for coverage under Executive Order 12372 intergovernmental review, and applicants must consult their state's designated single point of contact if the state has selected the program for review.
Recipients must retain all project data, documents, reports, records, contracts, and supporting materials for three years after grant closeout. The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) apply. Because no recent awards, portfolio data, or active solicitations are reported in the source, prospective applicants should contact FRA headquarters or the relevant regional office directly for current application deadlines and funding availability.
