About this program
The Federal Railroad Administration (FRA) disburses grants under the Northeast Corridor Commission program (CFDA 20.333) to support the activities of the Northeast Corridor Commission as mandated by Section 212 of the Passenger Rail Investment and Improvement Act of 2008. No recent grant awards or open opportunities are present in the source material provided.
The program funds project-oriented activities that advance the Commission's mission rather than ongoing efforts; grants are non-renewable. Eligible applicants include state governments, regional and local governments, and for-profit organizations such as railroads. The FRA applies a three-part competitive review process: screening for completeness and eligibility, evaluating technical merit and benefits, and selecting projects for funding. The agency gives preference to projects supporting the Northeast Corridor Commission's core mission. Applications require submission of standard federal forms (SF424, SF424A or SF424C, SF424B or SF424D), FRA Additional Assurances and Certifications, project narratives, statements of work, and budgets. Preapplication coordination is required. The FRA publishes Notices of Funding Opportunity on Grants.gov; applicants should monitor that portal for solicitations. Grant agreements and cooperative agreements are the primary assistance mechanisms. FRA contacts successful applicants to initiate the award process, but a formal, signed agreement including an approved scope, schedule, and budget must be in place before the award is complete. Recipients must retain all data, documents, reports, records, contracts, and supporting materials for three years after performance closeout. Funding is disbursed through ACH reimbursement upon the recipient's request. The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200) apply. The program is eligible for coverage under Executive Order 12372 intergovernmental review.
