About this program

The Federal Railroad Administration (FRA) under the Department of Transportation established the Railroad Research and Development Centers of Excellence program (CFDA 20.331) in August 2025 to fund the creation and operation of a single center or multi-institution consortium advancing research and development in freight, intercity passenger, and commuter rail safety, performance, and sustainability. No recent grant awards or active grant opportunities are documented in the source.

The program is structured to fund one Center of Excellence through project-based, non-renewable grants. The FRA requires preapplication coordination and will post Notices of Funding Opportunity on Grants.gov; specific application deadlines vary by FRA headquarters or regional location. Applicants must submit standard federal application forms (SF 424, SF 424A or 424C, SF 424B or 424D) along with FRA's Additional Assurances and Certifications, project narratives, statements of work, and budgets. A formal grant agreement or cooperative agreement signed by both recipient and FRA, with approved scope, schedule, and budget, is required before the award is complete.

The FRA evaluates applications against criteria including demonstrated past performance in rail research, education, and workforce development; non-federal cost-share exceeding 50 percent of total project costs; safety; economic strength and global competitiveness; equity; climate and sustainability; and transformation potential. Awards are governed by 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Recipients must retain all data, documents, reports, records, contracts, and supporting materials relating to grant performance for three years after closeout. The program is eligible for coverage under Executive Order 12372 intergovernmental review, requiring state single point of contact consultation where applicable.
