About this program

The Federal Railroad Administration under the Department of Transportation (FRA) funds preliminary engineering, environmental compliance reviews, and related work for demonstration magnetic levitation transportation projects under the Maglev Project Selection Program (CFDA 20.318), with the most recent award dated August 30, 2016.

Activity has been sparse: the program portfolio contains only two awards spanning six years (2010 and 2016), with a combined federal obligated amount of $27.9 million. No grant awards have been disbursed in the past decade. The most recent opportunity posted in July 2020, but no current open solicitation is present in the source.

Funded activities center on superconducting maglev (SCMAGLEV) systems. The Baltimore-Washington SCMAGLEV project, awarded as a Cooperative Agreement in August 2016 for $34.75 million total obligation (federal and non-federal combined), encompassed preliminary engineering and National Environmental Policy Act (NEPA) analysis for a high-speed maglev system connecting downtown Washington, D.C., Baltimore-Washington International Thurgood Marshall Airport, and downtown Baltimore, Maryland. The smaller Pittsburgh Maglev Project, awarded as a Project Grant in April 2010 for $545,031, involved planning activities. The assistance-type mix splits evenly between Cooperative Agreements and Project Grants based on the portfolio.

The Federal Railroad Administration has been the sole funding agency active under this program. Combined federal and non-federal dollars obligated total $35.3 million, with the non-federal share representing required state or local cost-sharing.

Eligibility is restricted to state governments or authorities designated by one or more states, and existing guidance indicates the program historically prioritized Pittsburgh, Baltimore-Washington, and Atlanta-Chattanooga projects. The application process includes a three-part review covering completeness and eligibility screening, benefit evaluation of eligible applications, and project selection. Recipients must retain all grant-related data, documents, and records for three years following closeout and comply with 2 C.F.R. Part 200 audit requirements.

Objective and description

Objective

To provide financial assistance for a demonstration magnetic levitation transportation project.

Description

This program provides financial assistance for demonstration magnetic levitation transportation projects. This may include preliminary engineering, environmental compliance reviews and other work as FRA deems necessary for the furtherance of selected magnetic levitation transportation projects.

Eligibility

Applicant eligibility

Only for existing Maglev projects.

Beneficiary eligibility

State governments.

Uses of assistance

Eligible project costs are: (1) the capital cost of the fixed guideway infrastructure of a Maglev project and (2) preconstruction planning activities.

Length and time phasing of assistance

Assistance is usually awarded upon request for reimbursement. Method of awarding/releasing assistance: Applications selected for funding will be announced in a press release and on FRA's website after the application review period. FRA will contact applicants with successful applications after announcement with information and instructions about the award process. This notification is not an authorization to begin proposed project activities. FRA requires satisfaction of applicable requirements by the applicant and a formal agreement signed by both the grantee and the FRA, including an approved scope, schedule, and budget, to obligate the grant.

How to apply

Preapplication coordination

An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Criteria for selecting proposals

Applications proceed through a three-part application review process, as follows: Screening applications for completeness and eligibility; Evaluating the benefits of eligible applications; and Selecting projects for funding FRA will take into account key Departmental objectives when selecting projects.

Award procedure

Review the application package to ensure that all required documents are complete and signed by the appropriate person. Review the statement of work (SOW) and budget to ensure the appropriation language requirements are met. Review SOW for technical issues and budget for appropriate costs, including compliance with the National Environmental Policy Act and related laws and orders. Compare applications to determine relative satisfaction of published selection criteria. Select the applicants that are most qualified. After the application package is acceptable to both parties, a grant agreement is drafted, reviewed, and signed upon agreement by both parties.

Time to approval or disapproval

Refer to announcement for further information.
