About this program

The Federal Highway Administration (FHWA) administers Safety Related Activities (CFDA 20.299), a formula grant program that sets aside $3.5 million annually from states' Highway Safety Improvement Program (HSIP) apportionments to fund safety-related transportation projects, with no upcoming application deadline specified in current guidance.

This program operates as a mandatory set-aside within the broader Infrastructure Investment and Jobs Act (IIJA) highway apportionment framework. The $3.5 million annual allocation is carved from states' initial HSIP amounts proportionally and flows directly to eligible state and local governmental recipients without competitive solicitation. Funds support safety-related activities as defined under the HSIP component of the eight combined IIJA apportioned highway programs (NHPP, STBG, HSIP, CMAQ, NHFP, PL, CRP, and PROTECT). The program operates under IIJA authorization through fiscal year 2026, with total IIJA contract authority across all eight programs reaching $273.1 billion, apportioned annually in increasing amounts ($52.5 billion in FY 2022 through $56.8 billion in FY 2026).

As a formula program, Safety Related Activities distributes funding through automatic apportionment to states rather than through competitive grant opportunities. Recipients must retain project records and documents per 2 CFR 200.333. The source does not identify recent individual grant awards, competitive opportunities, or assistance-type breakdowns specific to this set-aside, nor does it specify allowable activities beyond the safety-related designation. Applicants should consult FHWA's apportionment website and state-level HSIP administrators for current allocation details, eligible project categories, and state-specific fund availability, as the set-aside operates within the larger apportioned program structure rather than as a standalone competitive funding line.

Length and time phasing of assistance

As under the FAST Act, the IIJA authorizes a single, combined amount for each fiscal year for all apportioned highway programs combined. That amount is first apportioned among the States, and then each State's apportionment is divided among the individual apportioned programs. After determining the State's total apportionment, FHWA divides that amount among the State's individual formula programs in the manner described below: Safety-related activities set-aside [MAP-21§ 1519(a), as amended]: - $3.5 M set-aside from States' initial HSIP amounts (pre-apportionment) - Taken proportionally from States' initial HSIP amounts. - Funds an allocated program (so not included in apportionment notice).
