About this program

The Federal Highway Administration (FHWA) administers the Low-Carbon Transportation Materials (LCTM) Program (CFDA 20.274), a competitive grants initiative that reimburses or provides incentives to eligible recipients for incorporating construction materials and products with substantially lower embodied greenhouse gas emissions into projects funded under Title 23.

The program funds the use of low-carbon materials in eligible transportation infrastructure projects, with eligible materials assessed against industry-average baselines as determined by the Environmental Protection Agency. Award amounts and project scope vary by individual solicitation. FHWA publishes notices of funding opportunity periodically, reviews applications competitively, and selects awardees based on criteria tied to program objectives stated in each notice.

All LCTM awards obligated by September 30, 2026, must be expended no later than September 30, 2031. Recipients and sub-recipients must retain project records and supporting documentation per 2 CFR 200.333 standards.

The source material provided does not include grant award portfolio data, recent award examples, award magnitudes, or open grant opportunities.
