About this program
The Department of State, through its Office of Children's Issues, funds research studies examining the effects of international parental child abduction on abducted children and left-behind parents, CFDA 19.043, with a current opportunity due September 16, 2026.
The program supports empirical research designed to identify short- and long-term effects of international parental child abduction across psychological, developmental, economic, legal, and social domains; identify gaps in U.S. support services for affected children and parents; and recommend policy-informed solutions. The Department explicitly aims to build the scientific evidence base to inform public policy and improve supports and services for impacted families within the United States.
The program operates as a Cooperative Agreement vehicle. Eligible applicants include public and private institutions of higher education, public and private nonprofit organizations, and public and private research institutions. Recipients must comply with 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and 2 CFR Part 600 (Department of State assistance awards). Organizations expending $750,000 or more in federal awards in a fiscal year must obtain a single or program-specific audit; all recipients must retain project and financial records for three years from final expenditure report submission.
The most recent solicitation, DFOP0019391, posted July 23, 2026, seeks to fund one research study as a Cooperative Agreement with a due date of September 16, 2026. The solicitation is open to public and private institutions of higher education, research institutions, and nonprofits with or without 501(c)(3) status. An earlier solicitation (DFOP0018453) posted July 14, 2026, with due date September 10, 2026, targets 501(c)(3) nonprofits specifically.
