About this program
The Department of State Bureau of Educational and Cultural Affairs administered the One-Time International Exchange Grant Program (CFDA 19.014) through June 15, 2017, when the most recent award was obligated, but the program has not issued new grants for over nine years. The program funded educational and cultural exchanges addressing mutual interests between the United States and other countries, including the exchange of scholars, researchers, professionals, students, and educators.
Program activity was heavily concentrated in 2010, when 70 of the 121 total awards were issued, followed by a sharp decline to seven awards in 2011 and declining single-digit or low double-digit annual awards thereafter. The most recent three awards were issued in 2017, 2013, and 2013. Over the program's lifetime from 2008 onward, the Bureau of Educational and Cultural Affairs obligated $35.7 million in federal dollars across 121 grants, with recipients contributing an additional $8.9 million in non-federal cost-share for a combined total of $44.6 million obligated.
Grants were predominantly Project Grants (118 awards, 98 percent) with a small number of Cooperative Agreements (three awards, 2 percent). Funded activities included capacity-building for undergraduate study abroad, exchange programs between U.S. universities and foreign institutions, community college initiatives, professional and cultural exchanges, youth engagement programs addressing conflict resolution and social development, and language and media training. Recent awards ranged from under $1,000 to several million dollars. A Cooperative Agreement for the Community College Initiative Program obligated $6.9 million (April 2013). A Project Grant for a five-week exchange program with Universidad de Piura in Peru obligated $225 thousand (September 2012). A Project Grant supporting conflict resolution and social media training for Azerbaijani and Armenian youth obligated $40 thousand (March 2011).
The program has issued no new grant opportunities recently and no awards since 2017. Pursuit of this funding line is not viable absent evidence of renewed appropriation or solicitation activity.
Objective and description
- Objective
To provide one-time grants for international exchanges that address issues of mutual interest to the United States and other countries, consistent with the program criteria established in the Department's annual appropriation. As directed by the Congress, "The program shall be only for the actual exchange of people and should benefit a population that is not being addressed through existing authorized exchanges." As authorized by the Fulbright-Hays Act, the Bureau of Educational and Cultural Affairs (ECA) seeks to increase mutual understanding between the people of the United States and the people of other countries by means of educational and cultural exchange programs, including the exchange of scholars, researchers, professionals, students, and educators. Educational and cultural engagement is premised on the knowledge that mutual understanding, the development of future leaders, and the benefits of education programs influence societies and affect official decision-making almost everywhere in the world today.
