About this program

The Department of Justice funded 20 Project Grants totaling $220 million under the Recovery Act - Correctional Facilities On Tribal Lands program (CFDA 16.811), with the most recent award disbursed on October 1, 2009. All 20 awards were made in 2009, making this program inactive for grant-making purposes for the past 17 years. No recent grant opportunities have been posted.

The program provided resources to eligible American Indian tribes and Alaska Native villages to construct correctional facilities on tribal lands, including construction of tribal detention facilities, multipurpose justice centers, renovation of existing detention facilities, and construction of alternative sentencing facilities. Funding decisions considered detention bed space needs and violent crime statistics of applicant tribes or villages. The entire portfolio consisted of Project Grants with no other assistance types represented.

Recent awards demonstrate the program's scope and funding scale. The Tuba City Multi-Purpose Justice Center received $38,587,560, the Kayenta Multi-Purpose Justice Center received $31,655,277, and the Eight Northern Indian Pueblos Council received $5,636,317 for a residential substance abuse treatment facility. Additional recipients included the EBCI (Eastern Band of Cherokee Indians) for a $18 million correctional facility, the Pascua Yaqui Tribe for a $20,849,173 multipurpose detention justice center, and the Fort Peck Tribes for a $12,680,496 102-bed adult detention center. Award amounts ranged from $203,623 for security improvements to over $38 million for multipurpose justice centers, with typical awards in the $5 million to $25 million range.

All 20 awards originated from a single funding federal agency: the Department of Justice. The program obligated its entire $220 million portfolio in calendar year 2009 as part of the American Recovery and Reinvestment Act of 2009. Award completion dates extended through 2014, but no subsequent grant solicitations have been issued since 2009.

Objective and description

Objective

The Recovery Act - Correctional Facilities on Tribal Lands Program provides resources to allow eligible American Indian tribes and Alaska Native villages to construct correctional facilities on tribal lands, with consideration given to the detention bed space needs and the violent crime statistics of the applicant tribe or village. The grant program will allow eligible tribes to apply for a grant within one or more of four categories: (1) construction of tribal detention facilities; (2) construction of multipurpose justice centers; (3) renovation of existing detention facilities; and (4) construction of alternative sentencing facilities and supervision of offenders subject to tribal jurisdiction. In addition to fulfilling program-specific purposes, projects funded under the Recovery Act should be designed to further one or more of the general purposes of the Recovery Act, which are to preserve and create jobs and promote economic recovery; to assist those most impacted by the recession; to provide investments needed to increase economic efficiency by spurring technological advances in science and health; to invest in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits; and to stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive State and local tax increases.
