About this program

The Department of Justice's Office for Victims of Crime administered the Recovery Act – State Victim Compensation Formula Grant Program (CFDA 16.802) to distribute financial assistance to state victim compensation programs, with the most recent grant awards issued on March 1, 2009.

This program funded state-level victim compensation initiatives that provided direct financial assistance to crime victims. Awards supported eligible state victim compensation programs in delivering services aligned with American Recovery and Reinvestment Act objectives, including job preservation, economic recovery support, and stabilization of state and local government budgets to prevent cuts to essential services.

The portfolio consists entirely of Project Grants. The Department of Justice issued 53 awards totaling $47.5 million in federal dollars obligated, all distributed in a single cohort on March 1, 2009, with project completion dates of September 30, 2012. Award sizes varied substantially across recipients, ranging from $15,663 to $8.1 million. Representative awards included $8.1 million to one state program (Project Grant 2009SFB90110), $7.8 million to another (Project Grant 2009SFB90098), and $3 million to a third (Project Grant 2009SFB90137). Smaller awards such as $24,799 (Project Grant 2009SFB90131) and $233,894 (Project Grant 2009SFB90097) also appear in the distribution.

No grant opportunities are currently open under this program. The last award activity occurred in 2009, making this a dormant Recovery Act initiative with no recent solicitations or awards. Organizations seeking victim compensation funding should verify whether successor programs or ongoing VOCA funding mechanisms remain active through the Office for Victims of Crime.

Objective and description

Objective

The Office for Victims of Crime (OVC) will award each eligible state victim compensation program a Recovery Act - VOCA victim compensation formula grant to support the provision of crucial financial assistance to victims of crime throughout the Nation. In addition to fulfilling program-specific purposes, projects funded under the Recovery Act should be designed to further one or more of the general purposes of the Recovery Act, which are to preserve and create jobs and promote economic recovery; to assist those most impacted by the recession; to provide investments needed to increase economic efficiency by spurring technological advances in science and health; to invest in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits; and to stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive State and local tax increases.
