About this program

The Department of Justice Office of Justice Programs Bureau of Justice Statistics funds comprehensive statistical reviews and analyses of sexual violence in correctional facilities under the National Prison Rape Statistics Program (CFDA 16.739), with a current opportunity due May 4, 2026 for program assessment and stakeholder consultation.

The program operates under the Prison Rape Elimination Act of 2003 and administers three active data collection efforts: the Survey of Sexual Victimization, the National Inmate Survey, and the National Survey of Youth in Custody. These surveys gather both administrative records and self-reported data on sexual assault from state and federal prisons, locally-operated jails, and juvenile detention facilities. The National Inmate Survey uses Audio Computer-Assisted Self-Interview methodology, wherein incarcerated persons hear questions via headphones and enter responses on touch screens. Recent cycles have reached tens of thousands of respondents across hundreds of facilities and included facility-level prevalence estimates and national rankings.

Grant activity is sporadic: four awards were disbursed between 2005 and 2019, with the most recent award in January 2019 for the National Inmate Survey round covering jails (2019–2020). No awards have been issued in the past seven years. All awards to date have been structured as Cooperative Agreements. The combined federal dollars obligated across the four awards is $44.9 million, with individual award magnitudes ranging from approximately $8 million to $12 million. The most recent substantive award funded the National Inmate Survey at $11.999 million, with a completion date of June 30, 2025.

The program serves state and local governments, private and nonprofit organizations, institutions of higher education, qualified individuals, and for-profit organizations. The current open opportunity (Solicitation O-BJS-2025-172573, due May 4, 2026) solicits assessment of the existing statistical program, stakeholder consultation, and recommendations on methodological improvements to sampling, data collection methods, and dissemination, informed by twenty years of PREA implementation. This represents a shift toward program evaluation rather than primary data collection from prior cycles.
