About this program
The Department of Justice Bureau of Prisons awards grants under the Corrections Technical Assistance/Clearinghouse program (CFDA 16.603) to fund technical assistance, training, and organizational improvement projects in federal, state, and local corrections systems, with the most recent opportunity posted March 12, 2026.
The program funds concrete capacity-building and implementation work in correctional agencies: organizational readiness assessments and behavior-change coaching for community supervision staff at all levels; development of evidence-based practice publications and training curricula; critical incident response and rapid-deployment technical assistance following crises affecting staff or residents; criminal justice coordinating council enhancement and data-driven operational optimization; and specialized technical assistance on gender-responsive supervision, jail health systems, and peer support programs. Recent opportunities have solicited proposals for updating jail administrator resources, revising evidence-based practice standards in collaboration with the American Probation and Parole Association, and documenting the history and impact of the interstate compact for community supervision.
Funding is delivered exclusively through Cooperative Agreements. Grant opportunities posted between June 2020 and March 2026 have typically been continuation awards for existing projects rather than open solicitations; the vast majority carried explicit language stating "THIS IS NOT A REQUEST FOR APPLICATIONS" and announced NIC's intention to fund without full competition. The most recent opportunity (26CS05, posted March 12, 2026) continues a Cooperative Agreement for organizational resources supporting behavior change. Eligible applicants include states, units of local government, public and private agencies, educational institutions, and individuals involved in developing, implementing, or operating correctional programs and services. The program requires State Level Review under Executive Order 12372 and full fiscal and program audits at grant close. Recipients must retain records on federal fund receipt and disposition for three years after final reporting. Application processing involves Standard Form 424, with awards typically made within approximately ninety days of determination.
