About this program
The Department of Justice Office on Violence Against Women supports the establishment and maintenance of a National Resource Center on Cybercrimes Against Individuals through cooperative agreements, CFDA 16.061, with the most recent opportunity posted February 15, 2024 and closed April 9, 2024.
The program funds a single national resource center to provide resource information, training, and technical assistance to improve capacity among individuals, organizations, governmental entities, and communities to prevent, enforce, and prosecute cybercrimes against individuals. Cybercrimes against individuals are defined as criminal offenses involving use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult; the computer need not be an element of the offense itself. The program excludes use of computers to cause harm to commercial entities, government agencies, or nonnatural persons.
Funding is delivered as a Cooperative Agreement. Eligible applicants are nonprofit private organizations—501(c)(3), non-501(c)(3), or other nonprofits—that focus on cybercrimes against individuals, provide documentation demonstrating direct experience working on cybercrimes-against-individuals issues, and maintain an advisory board with representatives who have documented histories working directly on cybercrimes issues, have worked directly with victims, and are geographically and culturally diverse.
The program structure reflects a single-award or highly limited-award model. Grants are renewed for additional five-year periods if the Attorney General determines funds were used appropriately and the recipient resubmits an application. Applicants are notified by fiscal year end. No recent grant awards are present in the source material, and no currently open opportunities are listed; the FY2024 solicitation closed in April 2024. Applicants must apply through Grants.gov and the Department of Justice JustGrants System.
