About this program

The U.S. Geological Survey (USGS) within the Department of the Interior awarded 21 cooperative agreements totaling $1.9 million under the Hurricane Sandy program (CFDA 15.979), with the most recent grant disbursed on June 15, 2015. The program is no longer actively soliciting new proposals; all recent opportunities closed between December 2014 and May 2015, and no open grant opportunities are currently available.

This program funded research and data collection supporting Hurricane Sandy recovery and restoration efforts along U.S. coastal areas. Awarded projects included coastal process studies (physical modeling of erosion and sediment transport on Fire Island and in Jamaica Bay salt marshes), ecosystem assessment (wetland damage and recovery prospects in New Jersey and the Delmarva Coast, waterbird population effects), remote sensing and mapping (radar and optical techniques for vegetated ecosystems, barrier island imagery), and data management and visualization tools for migratory bird modeling and ecological simulation outputs. All projects carried limited duration not exceeding two years.

All 21 awards were Cooperative Agreements, reflecting 100 percent of the portfolio. The USGS was the sole funding agency. Award magnitudes ranged from zero-dollar cooperative agreements documenting in-kind contributions to a $434 thousand award for investigating coastal impacts through process studies and numerical models. Two representative awards illustrate the scope: $260 thousand for the Fire Island Physical Processes Study (March 2014) and $150 thousand for the Assateague Island Regional Study linking coastal processes and vulnerability (April 2014).

Eligible applicants included State, Local, Interstate, Federally or State recognized Indian Tribal Governments, U.S. Territories and Possessions, Institutions of Higher Education, Private Foundations, and Nonprofit Organizations. Funding was distributed front-loaded in 2014 (15 awards) with smaller cohorts in 2013 and 2015 (3 awards each). The program's disaster-relief funding mechanism and disaster-specific focus mean future solicitations are unlikely unless triggered by another qualifying coastal catastrophe. Consultation with the USGS prior to proposal submission was strongly encouraged given limited funding availability.

Objective and description

Objective

To support research and data collection complementary to continued USGS activities supporting recovery and restoration efforts related to Hurricane Sandy. This entry covers a variety of USGS assistance awards funded through the Disaster Relief Appropriations Act. Data, tools, and information produced through these research and data collection efforts will 1) further characterize impacts and changes, 2) guide mitigation and restoration of impacted communities and ecosystems, 3) inform a redevelopment strategy aimed at developing resilient coastal communities and ecosystems, 4) improve preparedness and responsiveness to the next hurricane or similar coastal disaster, and 5) enable improved hazard assessment, response, and recovery for future storms along the hurricane prone shoreline of the United States.

Eligibility

Applicant eligibility

Proposals from State, Local, Interstate, Federally or State recognized Indian Tribal Governments, US Territories and Possessions, Institutions of Higher Education, Private Foundations, and Nonprofit Organizations are invited. Due to limited availability of funding to support new external projects, consultation with the Geological Survey is strongly recommended prior to submission of applications.

Beneficiary eligibility

Federal, State and local governments, Federally or State recognized Indian Tribal Governments, industry and public decision makers, research scientists, State institutions of higher education, private firms, private foundations, nonprofit organizations, and the general public will ultimately benefit from the program.

Credentials and documentation

Proposed research application responsive to the instructions issued by the USGS.

Uses of assistance

Awards support research and information needs related to 1) coastal topography and bathymetry, 2) impacts to coastal beaches and barriers 3) impacts of storm surge and estuarine and bay hydrology 4) impacts on environmental quality and persisting contaminant exposures, and 5) impacts to coastal ecosystems, habitats, and fish and wildlife.

Length and time phasing of assistance

Program obligates funds and sends a notice of award to successful applicants. Recipients request funds in accordance with 2 CFR 200, Subpart E-Cost Principles, unless otherwise dictated by program-specific legislation or special award terms. Program will include any special payment terms and conditions in the notice of award.

How to apply

Preapplication coordination

Discussions regarding funding availability and program interest are strongly encouraged, as limited funding is available for new projects.

Application procedure

This program is subject to the provisions of 2 CFR Part 200 and Department of the Interior regulations 2 CFR Part 1402 and 43 CFR Part 12. Application form Standard Form (SF) 424 must be used. The application requirements as contained in the announcement package and the above regulations must be used for this program. Applications may be made only through the internet site http://www.grants.gov.

Criteria for selecting proposals

Proposals must address natural resource and environmental issues related to Hurricane Sandy, and similar events, which significantly impact coastal environments. Proposals will be reviewed by USGS scientists and evaluated for their scientific excellence, relevance to ongoing activities, and contributions to recovery and restoration efforts.

Award procedure

Notification of an award is by receipt of a grant or cooperative agreement from a U.S. Geological Survey contracting officer through FedConnect (https://www.fedconnect.net/FedConnect/).

Time to approval or disapproval

Up to 3 months.

Renewals

All projects have a limited duration not to exceed two years.
