About this program

The National Park Service within the Department of the Interior administers the Abandoned Mine Hazard Mitigation program (CFDA 15.934) to remediate mine hazards across National Park System lands, though grant awards under this program ended in mid-2010 and no recent opportunities are active.

The program funds mitigation of abandoned mine lands (AML) features including deep underground mine openings, surface mine pits, and unplugged orphaned oil and gas wells that pose human safety hazards, environmental contamination, and ecosystem disturbance across approximately 3,100 AML sites with 8,400 individual features in 127 park units. Eligible mitigation activities include bat-gate installation, plugging mine openings with polyurethane foam and earthen backfill, and site restoration through land surface reshaping and native vegetation planting. AML sites often contain critical habitat for protected wildlife such as bats and desert tortoise, and many sites are protected cultural resources.

Grant activity under this program is dormant. The portfolio records only two Cooperative Agreement awards, both obligating $407 thousand in combined federal dollars, disbursed in 2010 (April 30 and June 1). The National Park Service provided 100 percent of funding across both awards. Representative awards include $381,694 to plug two oil and gas wells at Big Bend National Park (awarded April 30, 2010, completed March 31, 2011) and $24,836 for Yosemite National Park AML safety hazard mitigation (awarded June 1, 2010, completed September 29, 2010). Both awards were structured as Cooperative Agreements funded through American Recovery and Reinvestment Act (ARRA) appropriations.

No grant opportunities have been posted in the sixteen years since the final 2010 award. For organizations managing AML sites within the National Park System, this program does not currently represent an active funding avenue.

Objective and description

Objective

To mitigate mine hazards on park lands or effectively nearby state, federal or local land. An estimated 3,100 AML sites with 8,400 individual features exist in 127 units of the National Park System. AML features include deep underground mine openings, surface mine pits, and unplugged orphaned oil and gas wells. AML sites often pose severe human safety hazards, environmental contamination, and usually have disturbances to land, vegetation and related ecosystems. AML sites often provide critical habitat for protected and/or sensitive wildlife species such as bats and desert tortoise. Many AML sites are protected cultural sites. The AML Program mitigates AML sites throughout the national park system. Mitigation can involve: "bate gate" installation, plugging mine openings with polyurethane foam and earthen backfill, and site restoration through reshaping the land surface and planting native vegetation.
