About this program

The Department of the Interior Fish and Wildlife Service funds K-12 environmental science and wildlife education programs through visual arts contests and conservation design projects under CFDA 15.644, with the most recent grant award dated June 18, 2014.

Program activity has stalled substantially. The portfolio shows 17 total awards spanning from 2004 to 2014, with a peak cadence of four awards in 2012 but only one award in 2014 and no awards since then. No recent grant opportunities are currently posted.

The program funds Junior Duck Stamp Conservation and Design initiatives that teach kindergarten through twelfth grade students environmental science, wildlife management, wetlands ecology, and habitat conservation through art competition and design projects. Eligible applicants include federal, state, and local governments; nonprofits; and public and private institutions of higher education. Assistance must be spent within 18 months of receipt. Project Grants dominate the portfolio at 82 percent of awards, with Cooperative Agreements comprising 18 percent; cooperative agreements are awarded based on unique technical expertise, natural resources background, and the ability to provide partnership support and volunteers.

The Fish and Wildlife Service is the sole funder, obligating $31 thousand in combined federal dollars across all 17 awards. Recent awards have been modest in size: a 2012 modification added $2,961 to an existing project grant, and 2009 and 2008 awards individually ranged from $500 to $990. The 2010 Cooperative Agreement (JUNIOR DUCK STAMP AWARDS PROGRAM) obligated $2,149. The Massachusetts Junior Duck Stamp and New Hampshire Junior Duck Stamp projects, both awarded in March 2012, show the program's state-level implementation pattern.

The extended gap in award activity and absence of open solicitations suggest this program is inactive or dormant. Organizations should confirm current funding availability with the Fish and Wildlife Service before investing pursuit resources.
